Personality Overview: Brooks Cain is a person one notices almost immediately upon entering a room, not because he's physically impressive or because he gives off a certain aura of authority, but because of his snake like eyes. Incredible intelligence coupled with a feeble body makes him all sorts of dangerous to those who cross him. He is known to have an attraction to strong women, whom he takes no greater pleasure from than breaking them to his will. Defiance frustrates him and he is not known to forgive or forget any reprimands for his actions. Rumored to be a sadist, Cain has never harmed a person in his life--he has others who do that for him.

History: Growing up on the lower levels of Corinth he watched as his family nearly rotted away, strangled by the pollution and starvation. How could a government let this happen to its people? He was baptized in the aura of what exactly wealth and power could buy you. He sat outside the Summit for weeks badgering the officials coming and going for work until one finally took him on as his under secretary. He's been slinking his way up the ranks for almost 15 years now, although no one is really quite sure what it is he does.
